Project Leads for Grid Expansion, Heat Planning and Funding — Staffed for the Duration of the Project
consultingheads places freelance management consultants, interim managers, and subject-matter experts with energy providers, municipal utilities, and grid operators. A suitable proposal is typically available within 24 to 36 hours.
Grid expansion, municipal heating planning, renewable energy initiatives, and digitalization are all happening simultaneously—and within organizations set up for routine operations. If project leadership is lacking, it’s not just an internal task that gets delayed, but an entire project with a legally mandated deadline.
This is exactly what our network is designed for. We have over 23,000 vetted experts, selected based on the projects they have personally managed—grid projects they’ve overseen, heating plans they’ve developed, and funding applications they’ve successfully processed.
Industry Landscape
Three Trends Currently Shaping Staffing Decisions in the Energy Sector
The Investment Surge Is Putting Pressure on Understaffed Project Teams
Nine out of ten municipal utilities surveyed expect investments to be significantly higher than previous levels, with a quarter even anticipating an increase of more than 200 percent. At the same time, only 47 percent still rate their business performance as good or very good. More projects with the same staff means that the bottleneck lies in project management, not capital alone.
The Heating Transition Is Still in Its Early Stages
Nearly one-third of the municipal utilities surveyed have not yet begun municipal heat planning, while 59 percent are in the planning process. Nevertheless, the deadlines are approaching. Those who start now need to draw on the experience of organizations that have already taken this step—that experience cannot be gained in the time remaining.
Grid Expansion Ties Up Planning, Procurement and Engineering at Once
The four operators estimate that the transmission grid will require approximately 50 billion euros by 2030, while the Federal Network Agency estimates that the distribution grids will require over 42 billion euros by 2032. The amendment to the Federal Requirements Plan Act of April 2026 includes 45 new projects. Each of these requires approval, award, construction management, and acceptance.
Why Time Is of the Essence
More Projects, Same Team
92%Of the municipal utilities surveyed, only a limited number—or none at all—consider themselves capable of covering the necessary investments with their own funds.
BDEW/EY Municipal Utilities Study 2026
Funding and implementation go hand in hand: Anyone who secures external funding must be able to demonstrate how the funds are being used, the progress made, and the project’s cost-effectiveness. This requires people who can navigate funding regulations, government regulations, and the construction process simultaneously.
Temporary staffing is designed to fill this gap: candidates with experience from comparable projects, hired for the duration of the project, with a notice period of typically 5 to 10 days.
Areas of Competence
Eight Areas in the Energy Sector Where Bottlenecks Occur Most Frequently
The same issues keep coming up, and they rarely fail due to a lack of knowledge. They fail because there isn't someone available to see them through to the end alongside day-to-day operations.
Project Management
Power grid connections, substations, and district heating networks operate in parallel, with approval and funding deadlines that cannot be postponed.

Typical Assignments
Four Occasions on Which Utilities and Grid Operators Reach Out to Us
Most inquiries from the energy sector fall into one of these four categories. The more precisely the occasion is specified, the faster we can provide a suitable recommendation.
The Project Has a Deadline but No Project Manager
Approval, award, and the construction process are all intertwined, and the project management position is vacant. We need someone who has already managed infrastructure projects in collaboration with government agencies and service providers.
Municipal Heat Planning Is Still in Its Early Stages
The data, scenarios, and public participation must all be in place before the deadline takes effect. We need someone who has successfully guided a heating plan through the decision-making process before.
The Investment Exceeds the Organization’s Own Funds
Grants and external funding sources must be applied for, combined, and accounted for. We need someone who understands both grant law and municipal budgeting principles.
Operational Technology Has to Prove Compliance
Control and telecommand technology is subject to security requirements, but the IT team is only familiar with the office environment. We need someone who understands OT security in network operations.
Assignment lengths are based on experience with comparable placements; they are not a commitment.

In Practice
What We Have Delivered in This Industry
Three examples of how staffing made a difference: the starting point, the role filled, and what changed afterward. Most mandates are confidential and are never featured as case studies.
Heat Plan Brought to a Council Decision
The data and scenarios were available only in fragments, and the deadline was approaching. A renewable energy consultant consolidated the survey results, options, and stakeholder input and presented a plan ready for decision-making.
Grid Connection Requests Back on Track
The number of inquiries was growing faster than the ability to process them. A project engineer reorganized the review, quotation, and construction planning processes and cut the turnaround time in half without creating any additional positions.
Eligible Costs Clearly Separated
Several programs were running simultaneously, and the statements of use did not match the accounting records. A grant consultant reconciled the application, supporting documents, and financial statements before the deadline expired.
Selection
How to Recognize Experience in the Energy Sector
A certificate attests to completion of training. When it comes to staffing, what matters is who has successfully managed a project through the approval and acceptance process—and at what level: Regulation, award, and decision-making processes differ significantly between the transmission grid, the distribution grid, and municipal utilities.
Delivers in the Project
- A project carried out through to acceptance, including network level and scale
- Experience with permitting and procurement procedures, not just with planning
- Documents from funding processes that have passed review
Sounds Good, Does Not Help
- A project "in the energy sector" that has never involved a facility or a grid
- Strategy work without a single instance of guided implementation
- Experience gained exclusively from a different network level

What an Assignment Costs
850–1,290 €
This is a rough estimate based on the roles linked on this page. The actual daily rate depends on the role, seniority, and requirements of the assignment. The range is an average based on the roles linked on this page—it does not replace a formal quote. The actual cost of a role depends on the level of responsibility, experience, and urgency; the range for each role is clearly stated on its respective role page. Costs are typically 30 to 60% of those of traditional management consultancies; the notice period is typically 5 to 10 days.
Energy & Utilities FAQ: What Decision-Makers Want to Know Up Front
A selection of two to four profiles is typically available within 24 to 36 hours. Three factors are key: the network level, the project status, and whether the person will be required to interact with government agencies and service providers. From our network of over 23,000 vetted experts, positions in project management, planning, and grant acquisition can usually be filled on short notice.
Yes. The filtering is based on planning initiatives that have reached the decision-making stage, not on seminar participation: which municipality, what scale, what data set, and what public engagement format. Nearly one-third of the municipal utilities surveyed have not yet begun their heating planning—experience in this area is therefore limited and should be sought out specifically.
The median rate across all assignments is €1,050 per day. The rate depends on the role and level of responsibility: an Interim CFO earns more than a project engineer, while a program manager falls somewhere in between. Costs are typically 30 to 60% of those of traditional management consultancies.
Whether external services are eligible for funding depends on the program and the grant award notice, not on the role. In practice, project management and planning services are often recognized as eligible indirect costs if they can be clearly attributed to the funded project. We provide the supporting documentation in a way that aligns with the review of the statement of funds used. The assessment is made by your funding agency.
The interim manager assumes a temporary line management role—in engineering, finance, or program management—with the authority to issue instructions and accountability to the supervisory board and the local government. The freelance management consultant prepares decisions regarding investment programs, financing structures, and heating strategies. The technical expert provides expertise in planning, safety engineering, or metrology.
Yes, and the size is specified in the briefing because it determines the decision-making processes. A municipal utility with 80 employees makes decisions differently than a regional utility with a thousand. When the utility is municipally owned, the supervisory board, the budget, and public procurement law come into play—if you’re not familiar with these, your planning will be out of touch with reality.
Publicly funded utilities are subject to public procurement law above certain thresholds; short-term direct contracts are therefore not permitted. We clarify the procurement process with your procurement department before making a proposal to ensure that staffing does not fall through due to procedural issues. Separate deadlines apply to framework agreements and call-offs.
Typically, with a notice period of 5 to 10 days, depending on the agreed-upon term. Because grid and heating projects have a defined end date, fixed-term staffing aligns well with the nature of the project. Extensions are common when the project transitions into an operational phase.
Before we begin, we’ll work with your legal or procurement department to clarify the contract type, reporting structures, work equipment, and documentation. For municipal agencies, we’ll also need to address the form of contract award and the budget line item. This does not replace legal advice: The assessment of each individual case remains the responsibility of your legal team.
Yes. Operational technology (OT) is subject to the security requirements for critical infrastructure, but it differs fundamentally from office IT: different protocols, different availability requirements, and different maintenance windows. OT and ICS security roles are staffed by individuals who can distinguish between the two.
The most in-demand positions are project engineers and project managers for grid and heating projects, consultants specializing in renewables and energy efficiency, roles in grant funding and corporate finance, as well as electrical and building systems engineering. In addition, there is demand for Interim CFOs and OT security roles.
Each profile undergoes an interview with a subject-matter expert and is evaluated against the job requirements: projects managed at the network level and on a comparable scale, results achieved, and references from similar mandates. The placement rate across all mandates is 95 percent.
